When President Bush announced his five-year, $15 billion plan for AIDS relief, the administration endorsed the "ABC" approach: promoting Abstinence, Being faithful, and correct and consistent use of Condoms. The restrictions passed by Congress on this funding require that at least one-third of HIV prevention funds be spent on abstinence-until-marriage programs. Source: www.care.org

Gilles Peress returned to Rwanda for the first time since photographing the immediate aftermath of the 1994 genocide. He spent time with people enrolled for antiretroviral treatment in the capital, Kigali, as well as in rural areas. Rwanda has made rapid progress in reaching a high proportion of those who need AIDS treatment, yet still faces a serious challenge in the number of children orphaned by war or AIDS.

Mathematical modelling of Zambian and Rwandan populations, based on the rates of extramarital sex and the proportion of couples who are HIV-serodiscordant, shows that the proportion of HIV infections acquired in any one year that are acquired within marriage or in stable cohabiting relationships ranges from 55% to 93%.
