Inter-country Comparison of Unofficial Payments: Results of a Health Sector Social Audit in the Baltic States

This article presents the results of a 2002 social audit of the health sector of three Baltic States. Comparisons were made of perceptions, attitudes and experience regarding unofficial payments in the health services of Estonia, Latvia and Lithuania. The findings can serve as a baseline for interventions and to compare each country’s approach to health service reform in relation to unofficial payments.

Worldwide, FAO estimates that 842 million people were undernourished in 1999-2001, the most recent years for which figures are available. This includes 10 million in industrialized countries, 34 million in countries in transition and 798 million in developing countries. Regionally, only Latin America and the Caribbean had a decline in the number of hungry since the mid-1990s. FAO's first forecast of world cereal production in 2003 is 1 895 million tonnes (MT), 62 MT up from the poor 2002 harvest and above the average of the past five years. The outputs of both wheat and coarse grains are forecast to increase by about 4 percent to 591.5 MT and 908 MT respectively, while the rice crop (milled basis) is anticipated to recover by 2 percent to about 395 MT.
