Bitter Wounds and Lost Dreams: Human Rights Under Assault in Karen State, Burma
s3.amazonaws.com
–
This report provides a snapshot of ongoing abuses against Karen people and communities in the country’s mountainous eastern region bordering Thailand, where the army has been battling insurgent groups for decades. Nearly one-third of the families surveyed reported having experienced human rights violations, including being forcibly evicted from their homes, being forced to work for the army, and being physically attacked — sometimes even tortured or raped. The research showed a much stronger

Extreme Measures: Torture and Ill Treatment in Burma since the 2010 Elections
burmacampaign.org.uk
–
This report documents the Government of Burma's torture and ill-treatment against its own people since the 2010 elections. This report demonstrates that the Burmese government continues to commit these abuses despite being bound to international human rights treaties and norms. Furthermore, the lack of domestic legislation prohibiting torture, the absence of an independent judiciary, and an ineffective Human Rights Commission contribute to a climate where torture and ill treatment are

Reform in Myanmar: One Year On
reliefweb.int
–
This latest briefing from the International Crisis Group, examines the real changes that have been taking place during the first year in office of President Thein Sein. Addressing the nation on 1 March, he made clear that the goal is to introduce “genuine democracy” and that there is still much more to be done. This ambitious agenda includes further democratic reform, healing bitter wounds of the past, rebuilding the economy and ensuring the rule of law, as well as respecting ethnic diversity

Burma: From blinkered to market-oriented despotism?
humanrights.asia
–
Since a new quasi-parliamentary government led by former army officers began work in Burma (Myanmar) earlier this year, some observers have argued that the government is showing a commitment to bring about, albeit cautiously, reforms that will result in an overall improvement in human rights conditions. The question remains, though, as to whether the new government constitutes the beginning of a real shift from the blinkered despotism of its predecessors to a new form of government, or simply

“Untold Miseries”: Wartime Abuses and Forced Displacement in Burma’s Kachin State
hrw.org
–
This report describes how the Burmese army has attacked Kachin villages, razed homes, pillaged properties, and forced the displacement of tens of thousands of people. Soldiers have threatened and tortured civilians during interrogations and raped women. The army has also used antipersonnel mines and conscripted forced laborers, including children as young as 14, on the front lines.

Burma: An Opportunity to Expand Humanitarian Space
refugeesinternational.org
–
After nearly 50 years of brutal military rule, Burma is embarking upon a landmark transition to civilian administration. The country has seen some promising political reforms. But the world’s longest civil war, coupled with natural disasters within the country, has created serious humanitarian needs which still persist. Recently, the Burmese government has demonstrated a willingness to cooperate with humanitarian agencies. The international community must seize this opportunity to ensure that

In Burma, Transition Neglects Press Freedom
cpj.org
–
Away from the probing surveillance of Special Branch intelligence agents, a Burmese editor ticks off the recent stories the Press Scrutiny and Registration Department, Burma’s powerful state censorship body, would not allow him to publish. The banned topics were wide-ranging: volatility in fuel prices; recent land purchases by Chinese investors around the city of Mandalay; a shortage of fresh water near a southern coast development.

Dead Men Walking

This 70-page report details abuses against convict porters including summary executions, torture, and the use of the convicts as “human shields.” The military should stop forcibly recruiting prisoners as porters and mistreating them, and those responsible for ordering or participating in such treatment should be prosecuted, Human Rights Watch and the Karen Human Rights Group said.

Myanmar: The next failed state?
acrobat.com
–
Ethnic minority militias roam large swaths of territory, skirmishing with the government's army, the battles often leaving entire villages in ruins, burnt to the ground. The national military frequently takes civilians captive; local militias in turn target civilians believed to be aiding the government. The most powerful militia, which has been expanding its forces and buying new heavy weaponry, now has over 20,000 men under arms and has supported itself by building one of the largest

A policy maker’s dilemma: Preventing terrorism or preventing blame
opim.wharton.upenn.edu
–
Although anti-terrorism policy should be based on a normative treatment of risk that incorporates likelihoods of attack, policy makers’ anti-terror decisions may be influenced by the blame they expect from failing to prevent attacks. We show that people’s anti-terror budget priorities before a perceived attack and blame judgments after a perceived attack are associated with the attack’s severity and how upsetting it is but largely independent of its likelihood. We also show that anti-terror

Selected Excerpts: There are no external signs by which the strange denizens of this world can be recognised. Come any week day to the headquarters of the NLD, a modest place with a ramshackle rough-hewn air of a shelter intended for hardy folk. More than once it has been described as the NLD “cowshed”. Since this remark is usually made with a sympathetic and often admiring smile, we do not take offence. After all, didn’t one of the most influential movements in the world begin in a

Life in Burma's Relocation Sites
partnersworld.org.nz
–
Widespread human rights violations have been occurring in ethnic areas of Burma since the late nineteen sixties. This report, based on a 2008/9 field survey, focuses on the government’s use of mass displacement and relocation designed to destabilize the ethnic populations of Karen State. The government first initiated a policy of ethnic relocation in Karen State in 1975 as part of what became known as the four cuts campaign, a policy intended to deprive the ethnic resistance movement of
