The Brussels Programme of Action (BPoA) is the existing framework for guiding development cooperation in Least Developed Countries (LDCs). The Development Cooperation Forum (DCF) secretariat has commissioned a background study analyzing the quantity and quality of aid in LDCs and outlining possible elements for an LDC accountability framework that builds on existing review processes.
