Financial Integration and Foreign Banks in Latin America: Do They Amplify External Financial Shocks?
0
This paper explores the impact of international financial integration on credit markets in Latin America. Using a cross-country data set covering 17 Latin American countries between 1996 and 2008, the authors find that financial integration amplifies the impact of international financial shocks on aggregate credit and interest-rate fluctuations. Despite this pernicious effect, the net impact of integration on deepening credit markets is positive and dominates for the large majority of states of

This paper documents the factors driving the impressive growth in fertilizer use and maize productivity in Kenya since the early 1990s up to 2007. The concluding section of this paper addresses why Kenya’s efforts have proved relatively successful and the degree to which their success could be replicated more broadly elsewhere in Africa.

Agenda 2010: Background Paper on Governance

dfid.gov.uk

“The development of capable, accountable and responsive governance is at the heart of efforts to promote human development and deliver long-term and sustained progress towards the MDGs. Effective governance is central to better service delivery and lifting people out of poverty. Without good or at least ‘good enough’ governance, the fight against poverty will not be won.”

Fiscal decentralisation and the quality of public services in Russian regions

"The paper provides empirical analysis of the relationship between fiscal decentralisation and the quality of public services in the Russian regions. The analysis suggests that fiscal decentralisation has no significant effect on the key inputs into secondary education, such as schools, computers, or availability of pre-schooling, but has a significant positive effect on average examination results, controlling for key observable inputs and regional government spending on education."

Learning purposefully in capacity development: why, what and when to measure?
0
iiep.unesco.org

Many capacity development (CD) processes aim at long-term sustainable change, which depends on seeing many smaller changes in what are often intangible fields (rules, incentives, behaviours, power, coordination etc.). Yet, monitoring and evaluation (M&E) processes of CD tend to focus on short-term outputs and clearly visible changes. This paper offers some ideas on how to deal with this paradox by delving into what CD elements M&E can and should be able to measure. This, in turn,

The Guide, first published in 1997, provided a rolling update on UNDP's programmes and projects in Mongolia during a turbulent time. Each edition came with short project and context summaries, key staff contacts, and facts and figures on how the country was changing. For the first time, any member of the public could grasp what the UN was up to in the country and be able to contact the project staff.

Localism

"Urgent reforms to re-localise Britain are under threat because politicians don't understand localism. Instead, argues David Boyle, localism is about how to make things work, and how to escape from the centralisation that is making Britain seize up. He ends the pamphlet with a call for a debate which is less about committee meetings and more about life."
