Results-Based Aid in Liberia: USAID Forward (and one step back)

In September 2011, the Government of Liberia and USAID signed a FARA for $42 million over 4 years. Aid, Employment and Inclusive Growth in Conflict-Affected Countries
The experience and lessons of the last two decades have shown that ignoring the key differences between the economics of peace and the economics of development has been a major reason why countries relapse into conflict. This paper briefly analyses such differences and their important implications for effective policymaking in war-torn countries, and against this background, it makes recommendations for the creation of reconstruction zones in Liberia.

This publication documents the successful partnership in Liberia among UNDP, the Global Fund to Fight AIDS, Tuberculosis and Malaria and Liberia’s Ministry of Health and Social Welfare. The report shares successes and lessons learned in programme implementation, service delivery and capacity development since UNDP first assumed the role of Principal Recipient in 2004. The challenge now is to consolidate and deepen these gains, which requires greater investment in capacity development.
