The 2010 Albania Human Development Report has been released entitled Capacity Development and Integration with the European Union. Albania has made significant progress toward European Union (EU) integration, measured primarily in terms of meeting political criteria and establishing stable institutions that guarantee democracy, rule of law, human rights, protection of minorities, regional cooperation and good relations with enlargement countries and Member States. The process of integration has not been without significant capacity challenges. The Albania office of the United Nations Development Programme (UNDP) commissioned this special National Human Development Report (NHDR) to address selected challenges associated with public administration capacity development.
