We argue here that better evidence is drawn from high quality primary research and rigorously synthesized in a way that shows not only what works, but why and how it works. Better evidence also means evidence that is relevant to and used by policy makers. This makes for better decisions and better programme implementation; this in turn helps towards improving lives."
