Since 2007, UNICEF is mobilizing resources and providing technical assistance to DRC government to implement the ‘Healthy Village and school program’. Currently, this program is funded by DFID, JICA and EU. The ‘Healthy village’ standards are at least 80% of inhabitants have access to safe drinking water, at least 80% of the households have hygienic latrines and use them, at least 60% of the population wash hands before eating and after using latrines, 70% of the population know and can explain the transmission chain of the hygiene related diseases, The village is cleaned up once each month.
The origin and rational of this partnership is donor led evaluation done in 2008 revelled that program fund consumption rate and service delivery are very low, number of ‘safe villages’ far below target. The main reason for this under performance is the lack of capacity of implementing partners at all levels. Then UNICEF turns to SNV for capacity building.
The programme Corporation Agreement (PCA) signed and specific program agreements for each province being finalized.
