Human rights abuses related to drug enforcement are well documented. This report focuses on the intersection of human rights abuses, funding from donor states and UN assistance. It asks a question that has received far too little attention in both human rights and drug policy discussions: When does cooperation against the drug trade and drug dependence become complicity in human rights abuses?
