Joint Monitoring of Political Rights Presidential and Provincial Council Elections Third Report

The Presidential and Provincial Council elections took place on 20 August 2009 in a difficult environment. This report focuses on four key issues, namely insecurity and violence in the run up to elections and on polling day; participation of the Afghan people, particularly women, in the elections; electoral irregularities and fraud; and, freedom of expression.
