Lessons Learned from Gender Reviews of Norwegian Embassies

Norad has so far conducted 11 Gender Reviews of Norwegian Embassies’ development portfolios. This publication synthesizes some of the lessons learned through these experiences. It includes recommendations that address many of the challenges that Norwegian Embassies face in their efforts to mainstream gender in development cooperation. To deliver on the Norwegian political priorities for women’s rights and gender equality in development cooperation, three factors are particularly important: 1) Management commitment, 2) clear mandates and routines for results oriented mainstreaming in project management, 3) prioritizing capacity building of staff on how to mainstream gender in their particular portfolios
