This report acknowledges the many factors that influence the teaching and learning environment in schools and therefore the effectiveness of ICT in education initiatives. The report therefore comprehensively depicts the country and education system contexts (Chapters II and III) in which these initiatives took place, and gives an overview of the “ICT inputs”—that is, the specific activities carried out and equipment provided under both the SchoolNet pilot project and this study. Chapter VII outlines findings from the case studies, and as noted, Chapter VIII discusses study findings and recommends future activities and research. The report ends with a complete list of references, some information about its authors, and a more detailed literature review on ICT in education in Samoa.

Your white paper on ICT in education does lend a great credibility to other similar initiatives that are taking place in developing & under developed economies. The Samoa eg is a great reference point.
