
The results of the first global study on the level of online availability of a standard set of public citizen services are presented. The "e-Citizen" services selected are based on the list and methodology proposed by the Partnership on Measuring ICT for Development. Ten services are identified in that framework ranging from registering to vote to obtaining a birth certificate. Singapore and Sweden were the top ranked countries. The online service availability ranking is mapped against actual use of e-government services to produce a second index that also ranks Singapore first followed by Sweden. This is the first global ranking of e-government citizen services based on a transparent, objective methodology. It is planned to expand the coverage for the next release.
