'The Second PPA was designed with two broad thematic areas that are henceforth addressed in this paper;

Theme one: Deepening the understanding of poverty and poverty trends

This involves and goes beyond the understanding of the magnitude of poverty and who are poor to an analysis of why people are poor and what forces have enabled some to

move out of poverty while others become poorer.

Theme two: People’s experiences of selected policies

This intends to inform policy makers and service providers on the ways in which selected policies are impacting on the poor and generate information on the intermediate outcomes of current policies'.
